The spokesman confirmed that the series of meetings held by the Ministerial Committee on the establishment of subsidiary institutions comes in implementation of the directives of the Minister of Higher Education and Scientific Research, as a ministerial committee began visits to institutions under guardianship in order to accompany them in establishing subsidiary institutions of an economic nature, by overcoming all obstacles that they may encounter. He explained and simplified the process of establishing these institutions in order to achieve income and create wealth, indicating that this endeavor is consistent with the policy of the President of the Republic, who has always stressed the independence of the institutions, stressing that the subsidiary institutions of an economic nature fall within the framework of this independence and the provision of income for the university institution.
He explained that the boards of directors of pedagogical and research institutions in universities deliberated on projects to establish subsidiary institutions of an economic nature during the month of December 2022, followed by the holding of meetings of the technical ministerial committee in order to accelerate the process of granting accreditation, and then the subsidiary institutions of an economic nature began to carry out their activities in accordance with the commercial law. .
The regional meeting touched on all the laws that allow university institutions to establish subsidiary institutions of an economic and commercial nature, such as a stock company (SPA) or a limited liability company (SARL), where a university professor can manage it or be a shareholder in it, which means that this type of subsidiary institution is characterized by a commercial nature, indicating that Its funding process will be from resources resulting from the activities of the parent institution and outside the sources of the management, equipment and research budget, such as the resources of the Intensive Language Center, service clubs, etc., provided that these resources constitute 60 percent of the subsidiary institution’s turnover.
The Chairman of the Ministerial Committee for Sub-Institutions explained that all difficulties and administrative procedures necessary to establish the sub-institution, which numbered about 40 university sub-institution projects at the national level, had been overcome.
Regarding facilitating the accreditation procedures, it is sufficient - as he said - that the project holder submits a file containing minutes from the university’s board of directors containing a business plan that defines the project, its objectives, its name, and the framing aspect that could be from professors, employees, or students awaiting its codification in the next professor’s law, as well as Market analysis, feasibility, marketing strategy, services provided, means, organization, and financing plan, which are attached to the technical card of the subsidiary project for approval by the Ministerial Committee.
