Recognizing that reliable and comprehensive data is the cornerstone of effective SDG implementation, the university leverages its academic and research expertise to participate in initiatives that address data gaps and enhance monitoring frameworks.
Through partnerships with international organizations, universities, and research networks, the university engages in projects that focus on sharing data and practices related to critical SDG indicators. These collaborations not only enhance the understanding of local and regional challenges but also contribute to broader global datasets, ensuring that the needs and progress of underrepresented regions are accurately captured.
By participating in these collaborative efforts, the University of El Oued strengthens its commitment to advancing evidence-based policies and strategies for sustainable development.
Coordination Meeting for Algerian and Tunisian Border Universities under the Framework of the 5+5 Agreement
On Tuesday, April 18, 2023, Professor Guedda, El Habib, Vice Rector of External Relations and Cooperation at the University of El Oued, held a coordination meeting via videoconference with the Vice Rectors and Rectors of Algerian and Tunisian border universities under the framework of the 5+5 Agreement.
The meeting covered a number of points, including the final preparation to the program of the meeting scheduled to take place at the University of Jendouba on May 11 and 12, 2023. A number of proposals were made in order to achieve the objectives of the framework agreement.
It is worth noting that the meeting will witness the signing of 25 twinning agreements between Algerian and Tunisian universities.

A Russian academic university delegation on a working visit to the University of El Oued
Today, February 27, 2023, a Russian academic university delegation arrived at the University of El Oued for a working visit as part of the cooperation between the two parties. Leading the Russian delegation are the President of Tchelny Pedagogical University, Professor Galiak Pirova El Fenor, and Professor Sharfov Oleg. They were welcomed by the Vice-Rector of the University for External Relations, Professor Guedda El-Habib, and the officials in charge of media and communication, Dr. Reguig Abdallah, and press and publishing, Dr. Khalifa Gaïd, on behalf of the University Rector, Professor Omar Farhati.
It is expected that this evening, the President of the Russian University will sign a twinning agreement between the two universities. Additionally, tomorrow morning, Professor Galiaq Pirova El Fenor will deliver a lecture at the Faculty of Economics, Business, and Management.

Rector of El Oued University Meets Uzbek Students at the Faculty of Arts and Languages
On October 31, 2023, Professor Omar Ferhati, Rector of the University of El Oued, met with a delegation of Uzbek students who are studying Arabic at the Department of Arabic Language at the Faculty of Arts and Languages. The meeting was held as part of the director’s regular meetings with international students to learn about their pedagogical and residential conditions. The meeting was attended by Mr. Djamel Guerricha, Director of University Services, Professor Dalal Ouchan, Dean of the Faculty, Dr. Nacer Dehdah, Vice Dean for Studies, Dr. Abdel Aziz Mebarki, Head of the Department, and Dr. Abderrahmane Ben Omar, Vice Dean for Scientific Research and Studies.
In his speech, the rector expressed his gratitude and pleasure to meet 11 Uzbek students and their supervisor, Professor Ijgul Omar, from the Department of Arabic Language at the University of World Languages in Uzbekistan. Professor Ferhati added that the Uzbek students are guests of the university and come from a country of knowledge and scholars such as Al-Khwarizmi, Ibn Sina, Al-Biruni, Al-Bukhari, and Al-Tirmidhi. He also mentioned the twinning agreement signed between the two universities and the recent visit he made to their university as part of a delegation to strengthen joint cooperation in several fields.
Professor El Habib Guedda, Vice-Rector for External Relations, called for the development of the Arabic Language Teaching Project for Non-Native Speakers in a way that makes El Oued University a center of excellence at the national level in attracting foreign students to learn Arabic. He also mentioned the desire of students from Italy and Spain to learn Arabic at El Oued University. The Dean of the Faculty welcomed the guests and gave a comprehensive overview of the educational program for Uzbek students. She indicated that the program includes several Arabic experiences for teaching Arabic to non-native speakers that have been adapted to the program of the Faculty. The program has been well received by the students and the pedagogical committee responsible for teaching them. Dr. Nacer Dehda Vice Dean for Studies, gave a speech on the occasion in which he emphasized the importance of learning Arabic as a second language for Uzbek students. He assured them that they will enjoy the Arabic language as it is a new spirit that will be added to them. Dr. Abdel Aziz Mesbahi, Head of the Department of Arabic Language, presented the educational program and the overall courses offered in the program, which focus on reading, phonology, grammar, morphology, rhetoric, Arabic literature, oral and written expression techniques, calligraphy, prosody, Quranic sciences, and Hadith.
The rector exchanged views with the Uzbek students and their supervisor. Some of the students expressed their sincere thanks to the rector, the dean, and the entire administrative and pedagogical staff for their great interest in teaching them Arabic and providing them with the best living conditions. Some of them also improvised reading poetic verses from the Mu’allaqat of Imru’ al-Qais and recited them in a fluent and correct language.
Some of their professors, including Hussein M’charah and Salim Sa’dani, also spoke about their experience teaching Uzbek students and noted their intelligence, quick learning, and understanding of the Arabic language.
At the end of the meeting, the rector called for expanding the recreational and tourist program for the guest students so that they can gain more information about Algeria and its culture.

Within the framework of Algerian-Tunisian cooperation, a delegation of professors from the University of El Oued participates in the Erasmus+ Programme Information and Training Days at the University of Kairouan, Tunisia.
The University of Martyr Hamou Lakhdar, at the initiative of the Vice-Rectorate for External Relations, participated in the Erasmus+ Programme Information and Training Days at the University of Kairouan, Tunisia, under the theme “International Dimensions of Erasmus+ in Higher Education”. The university was represented by Dr. Mahmoud Abdelkader, Head of the International Relations Office, Dr. Mounir Melodi, and Dr. Mohamed Shushani Oubeidi.
The first day focused on explaining the Jean Monnet Programme, the Capacity Building Programme, the Student and Staff Mobility Programme, and the Erasmus Mundus Master’s Programme, as well as the criteria necessary to ensure the acceptance of projects in each programme. The work of these days will continue tomorrow with the programming of practical workshops on the different programmes.

32 University of El Oued Employees Undertake Internships in Tunisia to Improve Skills
As part of the program to improve skills abroad, a delegation of 32 administrative staff from the University of Martyr Hamou Lkhder – El Oued – traveled to the Tunisian city of Sousse. A rich program has been developed for the participants with the aim of training them in digitalization and objective management in university institutions, in accordance with the orientations of the Ministry of Higher Education and Scientific Research.
Through the short-term mobility program abroad for 2023, the University of El Oued, under the directives of the University President Professor Omar Farhati and the Vice-Director of the University for External Relations Professor Kadda Habib, sought to ensure that the training program in digitalization and objective management in university institutions is in line with the vision of the supervising ministry. In coordination with the Higher Institute of Studies THE and the Olga International Academy in the Tunisian city of Sousse, the program includes:
- 21 administrative staff in the field of Management by Objectives
- 9 technical staff in the field of Digital and Numerical Transformation
The training was opened with a welcome ceremony, a presentation of the program, and multiple training workshops by the supervising institution.
The training allows participants to learn about the Tunisian experience in the project of the institution, its various implementation mechanisms, and its multiple objectives in two main topics: digitalization for technicians and management for administrators. It also opens up the field for cooperation and support of scientific and research expertise, and to benefit from these successful models.
