Energy-Efficient Renovation and Building :
Purpose: To ensure that all renovations and new constructions at the University of El Oued adhere to energy efficiency standards, aligning with national regulations and international best practices, thereby contributing to Sustainable Development Goal 7 (SDG 7).
Scope: This policy applies to all university-owned and operated buildings, including academic, administrative, residential, and auxiliary facilities.
Policy Statement: The University of El Oued is committed to promoting energy efficiency in all its infrastructure projects. All renovations and new constructions shall:
Compliance with National Regulations:
Adhere to Algeria’s national energy efficiency standards and building codes, as outlined in the Renewable Energy and Energy Efficiency Development Plan 2015-2030.
Alignment with International Standards:
Incorporate best practices from international energy efficiency guidelines, such as those provided by the International Energy Agency (IEA).
Integration of Renewable Energy:
Utilize renewable energy sources, including solar and wind, in building designs, in line with Algeria’s commitment to increasing renewable energy capacity. The University of El Oued is already implementing this by integrating solar energy to reduce greenhouse gas emissions, with a total solar energy consumption of 20.6 kW, contributing significantly to its sustainability goals.
Energy Performance Monitoring:
Implement systems to monitor and report energy consumption, ensuring continuous improvement in energy performance.
Stakeholder Engagement:
Involve the university’s Renewable Energy Research Unit and the Faculty of Technology in planning and implementing energy-efficient projects.
Responsibilities:
The Directorate of Development, Planning, and Orientation shall oversee the implementation of this policy.
The General Secretariat shall ensure that all contracts for construction and renovation include clauses mandating compliance with this policy.
Review: This policy shall be reviewed biennially to incorporate advancements in energy efficiency technologies and updates in national and international regulations.
