8.2.2 “Employment practice unions Recognize unions (freedom of association & collective bargaining) for all, including women & international staff”

The University of El Oued recognises the rights of unions and adheres to the national regulations and the Algerian constitution regarding the union rights, as expressed in the following articles.

Article 5: The exercise of the union right is recognized for workers and employees in all institutions of the economic sector, public institutions and administrations, as well as in everybody, regardless of its basic law, in light of respect for the rights and freedoms guaranteed under the Constitution, especially individual and collective freedom to work.

Article 6: All wage-earners and employees may, without any discrimination, freely and willingly join a single trade union organization of their choice within the framework of their profession. They may also withdraw from the trade union organization of which they are members following the procedures specified in its basic law.

Article 7: Employers must respect the equality principle when dealing with union organizations of workers. In particular, he must refrain from any interference in the functioning of the leadership and/or management bodies of trade union organizations and on the occasion of professional elections to which these trade union organizations are concerned under the law.

University of El Oued Recognizes and Collaborates with Workers’ Unions

On September 26, 2023, the Rector of the University of El Oued, Professor Omar Ferhati, held a meeting at the central administration office with the General Union of Algerian Workers (UGTA), represented by its union leader, Ms. Atatafa Hajar, and member, Mr. Ghemima El Aroussi.

The meeting addressed several key issues concerning the university’s social partner, including:

  • Promotions for staff.
  • Domestic and international training programs for employees.
  • Registration processes.
  • Concerns raised by cleaning staff.
  • Issues related to catering, transportation, and general hygiene.

In attendance were several key university figures, including the Vice-Rectors for Development and Forecasting, and for Pedagogy, Professor Mnaai Bachir, along with the university’s Secretary-General, the Deputy Director for Cultural, Scientific, and Sports Activities, and the Deputy Director for Personnel.

During the meeting, all concerns raised by the union representatives were discussed in detail. Professor Ferhati emphasized the importance of these periodic meetings, held at the start of each academic year, to ensure transparent and effective communication with the university’s social partners. The rector also committed to addressing the union’s concerns and finding appropriate solutions, acknowledging the vital role of union members in improving the university’s operations and employee welfare.

The union representatives expressed their appreciation for the Rector’s efforts and commitment to enhancing the university’s environment for all staff and employees, highlighting the positive impact of the administration’s approach to collaboration and dialogue.

University of El Oued Holds Collaborative Session with Professors’ Labor Unions

On September 13, 2023, the Secretary-General of the University of El Oued, Dr. Chawki Madellal, under the direction of the Rector, Professor Omar Ferhati, held a working session with representatives of professors’ labor unions. The unions included the National Union of University Professors (SNEU) and the National Council of University Teachers (CNES), Oued Office.

The meeting was attended by professors Hamza Slimani and Younes Zine, who represented the unions and discussed several critical issues, including:

  • Enabling 80 university professors, who were previously allocated housing units, to complete the procedures for receiving their housing compensation agreements in coordination with the Office for Real Estate Promotion and Management (OPGI) in El Oued.
  • Addressing various other concerns raised by professors related to their professional and personal needs.

The session reflects the university’s ongoing commitment to fostering open dialogue and collaboration with its staff’s labor unions. These meetings provide an essential platform for addressing the concerns and rights of professors, ensuring a fair and supportive work environment for all.

University of El Oued Rector meets with the National Independent Union of Higher Education and Scientific Research Employees

On September 26, 2023, the Rector of the University of El Oued, Professor Omar Ferahti, held a meeting with the National Independent Union of Higher Education and Scientific Research Employees (SNAPES) as part of his periodic meetings with the social partners.

The meeting was attended, on the part of the administration, by the Vice- Rectors of the University in charge of development and foresight, the Vice- Rector of the University in charge of pedagogy, Professor Bachir Menaï, the Vice- Rector of the University in charge of external relations, the Secretary General of the University and the Sub-Director of Cultural, Scientific and Sports Activities. On the part of the workers’ union, the meeting was attended by the President of the union, Mr. Hadi Smama, and his members, Mr. Hassan Mesbahi, Mr. Nabil Mida, Mr. Mohamed Attia, and Mr. Fathi Serai.

The University President presented an overview of the start of the university year from the pedagogical, research and student aspects, as well as everything that concerns workers and employees, and other issues related to the university, thanking them for their efforts.

The meeting discussed a number of concerns that the union considers important for employees, including the catering file, short-term internships, English training and appreciation of the efforts made, promotions, public works, electronic fingerprint, schooling allowance, and everything related to the administrative and security aspects, among other concerns. The Rector stressed the importance of providing the best possible service and addressing all shortcomings according to the available possibilities, pointing out that the social partner always strives to serve the university and the university family. The union office praised the efforts made by the administration for the benefit of the category of higher education and scientific research employees.
