The 18th International Conference “Effectiveness of the Rules of International Law within Contemporary International Transformations”

On Monday, November 6, 2023, the Faculty of Law and Political Science of the University of El Oued  organised the international conference “Effectiveness of the Rules of International Law in the Light of Contemporary International Transformations”.

This conference was organized in coordination with the Laboratory of International Legal Transformations and their Impact on Algerian Legislation, the Laboratory of Public Policy and Improvement of Public Service in Algeria, and the PRFU research team.

The conference was attended by the Vice-Rectors of the University, the Dean of the Faculty of Law and Political Science, the Dean of the Faculty of Exact Sciences, the Dean of the Faculty of Arts and Languages, and a group of professors from the faculty, members of the scientific and organizational committee, and professors from different states, and from Tunisia, as well as a group of students from the faculty.

The opening of the conference was supervised by the Vice-Rector of the University for External Relations, Professor El Habib GUEDDA, on behalf of the University Rector, where he welcomed the attendees and indicated the importance of the conference that is in line with the events of the world today. Professor Mekki Derraji, Dean of the Faculty, also gave a welcoming speech to the attendees, thanking the organizers of this scientific event in light of the international transformations and what the Arab nation is experiencing in Palestine and Gaza, pointing to the great importance of the conference and wishing the event success.

Dr. Karam Mohamed Al-Akhdar, the head of the conference, gave an explanation about the conference’s problem and the most important axes that will be discussed and debated.

This conference aims to mobilize the largest possible number of scientific and specialized competencies in this field from academics, researchers, research centers, diplomats, international judges, and governmental and non-governmental actors to participate with their research, studies, and experiences in the effectiveness of this scientific event that raises for discussion two main options regarding international law, the first of which is the existence of a flaw in the international legal structure. This is a serious matter that requires us to rush to shed light on the locations of the flaws and weaknesses in the UN Charter in particular and other international texts accordingly, and then collect the recommendations related to it and submit them to the concerned parties to take the necessary measures to correct and rectify them. As for the second option, it occurs if the situation is normal and does not cause concern, and then we must praise what exists as it is an ideal situation that we cannot aspire to a better one.

All the research papers submitted to the conference will be collected and printed in one book with an international standard number and distributed to various paper and electronic libraries.

To achieve these goals, several in-person and international remote interventions were distributed from Tunisia, the Arab Republic of Egypt, and Palestine through four main axes:

  • The rise of new global powers and the shifting balance of power
  • The increasing interconnectedness and interdependence of states
  • The growing complexity of global challenges, such as climate change, terrorism, and cyber security
  • The emergence of new technologies, such as artificial intelligence and biotechnology
