The University of El Oued actively contributes to the advancement of Sustainable Development Goals (SDGs) through strategic involvement in national and regional policy development. As a center for academic excellence and research innovation, the university leverages its expertise to identify pressing challenges, propose viable strategies, and support policy formulation that aligns with Algeria’s commitment to global sustainability agendas.
Working closely with government agencies, such as the Ministry of Higher Education and Scientific Research, and regional non-governmental organizations, the university ensures its contributions address critical areas including poverty alleviation, clean energy, education, and climate resilience. By fostering interdisciplinary collaborations, the university not only develops evidence-based models for future scenarios with and without interventions but also assists in monitoring and reporting on the outcomes of implemented policies. The University of El Oued Holds a Coordination Meeting with the Universities of Biskra and Algiers 2 for the Opening of a Russian Language Learning Center
On Tuesday, September 5, 2023, a virtual meeting was held between:
- Professor Omar Ferhati, Rector of the University of El Oued
- Professor Gadda El-Habib, Vice-Rector for External Relations, University of El Oued
- Professor Slim Bitam, Vice-rector for Scientific Research, University of Biskra
- Professor Kaci Assia, Vice-Rector for External Relations, University of Algiers 2
The meeting focused on the upcoming visit of a Russian delegation to the University of Napier Gini Chilie in Algeria to inaugurate a Russian language learning center at the University of Algiers 2 and establish branches at the University of El Oued and the University of Biskra.
The participants thoroughly discussed all logistical aspects and comprehensive study conditions related to the establishment of the center and its branches.
The opening of the Russian language learning center and its branch at the University of El Oued is considered an added value for students to acquire new skills and learn the Russian language. This initiative will contribute to the development of scientific research, exposure to different cultures, and international openness.

The Rector of El Oued University Visits the Technological Hub of Naberezhnye Chelny Russian University and Holds an Evaluation Meeting with the University’s Rector and Staff
Professor Omar Farhati, Rector of the University of EL Oued, and his accompanying delegation paid a field visit to the various departments and workshops of the Technological Hub of Naberezhnye Chelny Russian University. They were given detailed explanations about many modern and advanced technologies, their areas of use, and how to activate the research side to serve different needs. The field visit concluded with an evaluation meeting attended by the pedagogical and administrative officials of Naberezhnye Chelny Russian University, headed by the University Rector, Professor Galiak Berova.
The meeting discussed many points, including:
- The official announcement of the acceptance of the Algerian Ministries of Foreign Affairs and Higher Education and Scientific Research to open a center for teaching the Russian language in Algeria, which will allow El Oued University to benefit from support for teaching the Russian language at the Center for Intensive Language Education.
- The scientific cooperation program between the Faculties of Arts, Languages, and Education of the two universities, according to a program outlined until 2024.
- The University’s Rector expressed her desire to open a Russian-Algerian school in Algeria, which is subject to the approval of the relevant authorities. It was also proposed to teach the Arabic language to Russian students in the future.
The Rector thanked the President and the University staff for the warm welcome and the excellent organization of the meeting, hoping to strengthen the relations between the two universities within the framework of joint research and scientific programs that benefit the students of both universities.

A Seminar at El Oued University on the current situation and prospects of afforestation in the city(Saharian region).
Today, on March 21, 2023, El Oued University, in coordination with the Forestry Department, organized a seminar on “The Current Situation and Prospects of Afforestation in El Oued city” under the slogan “Forests and Health,” held at the Abu Al-Qasim Saadallah Grand Hall.
This event was organized on the International Day of Forests, which coincides on March 21 of each year. The General- Secretary of El Oued city was attended the event, with the director of Forests’ Preservation department, the rector of the university Professor Omar Ferhati, his deans, the deputy chairman of Wilaya, the mayor of El Oued city , the mayor of el Oued town, forestry officials, university staff, and members of the Islamic Scouts Green Club.
The rector of the university delivered a welcoming speech, highlighting the significance of this auspicious day and the importance of this distinguished event in the field of forest and tree care. On this occasion, he emphasized the importance of the university’s experimental farm, affirming that it represents a model farm for a new agricultural experiment in an advanced manner, and thanking the forestry governor for this strategic partnership between the university and the Forests’ Preservation department.
The forestry governor, in his turn, delivered a welcoming speech addressing everyone, discussing environmental issues and conservation methods, as well as the vital role of forests in maintaining environmental balance, regulating the climate, and their impact in human life. He urged collective efforts to protect and enhance awareness about forests, ensuring that future generations have the opportunity to enjoy the benefits and beauty they offer. He also presented the sector’s achievements, highlighting modern irrigation technology such as the “Waterbox,” which represents a qualitative leap in tree irrigation in dry areas located in desert.
Dr. Ahmed Allali delivered a speech entitled “Adapted Tree Species in the El Oued Region,” discussing environmental diversity, vegetation cover, and their relationship with animals, birds, and humans.
The event concluded with the honoring of the representatives employees from Forests’ Preservation department in this occasion for their promotions, as well as the honoring of the forestry governor by the members of the Islamic Scouts Green Club.
Mr. Rector of the University of El Oued on an official visit to the University of Naberezhnye Chelny in Russia
Within the framework of the official visit of the Rector of the University of El Oued, Professor Omar Farhati and the accompanying delegation to the Naberezhnye Chelny Pedagogical University, the capital of the Republic of Tatarstan in the Russian Federation, the delegation of the University of El Oued was received today, Thursday, April 27, 2023, by the Rector of the University, Professor Galiak Birova, and her administrative staff at the university headquarters. The opportunity was also taken to visit the exhibitions held on the sidelines of the annual pedagogical forum organized by the university. The Rector and his accompanying delegation visited the pavilions that included many pedagogical and scientific activities and student achievements, where the Rector was given explanations by the Rector and her administrative and research staff.
On this occasion, the Rector gave a press statement to the media, in which he touched on the relationship between the two universities, which is considered an extension of the distinguished relationship between the two friendly countries, Algeria and Russia. He also stressed the importance of valuing this relationship and developing it into a real partnership in various fields.

University of El Oued Delegation Visits KAMAZ Truck Factory in Russia
Professor Omar Farhati, Rector of the University El Oued, and his accompanying delegation paid a field visit to the KAMAZ truck factory located in the Naberezhnye Chelny region of Russia.
The KAMAZ factory is one of the largest truck factories in Russia and is known for its participation and victory in the most famous international rallies, including the Paris-Dakar Rally. The factory is a model of cooperation and partnership with Russian universities, including the Naberezhnye Chelny University, which the University of El Oued delegation is visiting through a diverse scientific and research partnership.
The delegation learned about the scientific and technological partnership between the factory and the university, which receives many students for internships and conducts many practical training courses in mechanics and truck assembly. The KAMAZ factory employs a large number of university graduates.
The Algerian delegation had the opportunity to learn about the different stages of truck engine manufacturing and assembly, from modeling to manufacturing the different parts of the engines, then monitoring and assembling them.
It is worth noting that many economic actors contribute significantly to the funding of the university through a dedicated cooperation council.
