Concluye en la Universidad de El Oued la XVIII Conferencia Internacional sobre “La eficacia de las normas de derecho internacional a la luz de las transformaciones internacionales contemporáneas”
On Tuesday, November 7, 2023, the Faculty of Law and Political Science at the University of El Oued concluded the 18th International Conference on “The Effectiveness of International Law Rules in the Light of Contemporary International Transformations.”
The conference was organized in collaboration with the Laboratory of International Legal Transformations and Their Impact on Algerian Legislation, the Laboratory of Public Policies and Public Service Improvement in Algeria, and the PRFU research unit.
The conference was attended by the University President, Professor Omar Farhati, who participated in all the sessions of the second day, along with the Vice-Presidents of the University, the Dean of the Faculty of Law and Political Science, the Dean of the Faculty of Exact Sciences, the Dean of the Faculty of Arts and Languages, a group of professors from the Faculty, members of the scientific and organizational committee, and professors from different states, as well as from Tunisia and Egypt via video conferencing.
In his speech, the University President stressed the importance of the conference in light of the world’s current situation, which is characterized by double standards, the centrality of the Palestinian issue, and international transformations. He thanked the participating academics, researchers, and attendees, and also thanked the Conference President, Professor Karam Mohamed Lakhdar, and the Dean of the Faculty, Professor Drajji Mekki, as well as all the members and heads of the scientific and organizational committee.
The Recommendations Committee, composed of Professor Mohamed Nacer Boughezala as President, and Professors Issam Ben Hassan, Yemen Mtaib Al-Qallal, Abdel Aziz Kadri, Abdelkader Houba, and Mohamed Taher Jarmon as members, expressed its thanks to the University President, the Dean of the Faculty, the Conference President, and the members of the scientific and organizational committee, and to all the participants and attendees. The Committee commended the work of the international conference on “The Effectiveness of International Law Rules in the Light of Contemporary International Transformations,” which was held on November 6-7, 2023, at the Faculty of Law and Political Science at the University of Shahid Hama Lakhder – El Oued. The Committee also commended all the conference activities, including the diverse interventions and lectures related to the conference themes. The Committee also praised the mechanism of opening the floor for discussion and exchange of views, which enriched everyone who attended the conference. The conference resulted in a number of recommendations, the most important of which were:
- Strengthening the jurisdiction of international courts by expanding the powers of judges and establishing deterrent mechanisms to ensure the enforcement of their rulings.
- Establishing an appropriate legal framework that allows civil society and academia to resort to the International Criminal Court to initiate lawsuits against international crimes предусмотрены в Римском статуте суда.
- Activating international conventions related to humanitarian aid and criminalizing any prevention or disruption of the delivery of aid, with the possibility of creating independent and specialized international bodies with broad powers to ensure that aid reaches its beneficiaries, in support of the role of the International Committee of the Red Cross.
- Strengthening the enforcement procedures of international law in general, and the rules of international humanitarian law in particular, in an objective manner.
- Facilitating access to international judicial bodies designated to follow up on human rights violations.
- Reforming the United Nations, including the collective security system, as a means of achieving international peace and security in an objective manner that prevents the domination of major powers.
- Supporting scientific research in the field of activating international human rights law.
