University of El Oued Ranks First Nationally with 100 Patents
On February 6, 2023, the University of El Oued proudly announced its achievement of registering 100 patents, with 20 patents secured in January and February 2023 alone, earning the university the first rank nationally. The announcement was made by the university’s rector, Professor Omar Farhati, during the opening ceremony of a workshop titled “Mechanism of a Graduation Project to Obtain a University Degree – Startup and Patent,” organized in line with Ministerial Decree No. 1275.
The event was attended by the Director-General of the National Institute of Industrial Property (INAPI), Mr. Abdelhafid Belmahdi, and the Head of the Patent Promotion Division, Mr. Youssef Ziane, alongside numerous students, inventors, and faculty members.
This remarkable achievement reflects the university’s ongoing efforts in supporting innovation and research through its technological center and business incubator, led by Dr. Mohamed Farhat Fouad. The incubator provides mentorship, resources, and a nurturing environment for student inventors to realize their goals, particularly in priority fields such as food security, health security, and energy security.
The Director-General of INAPI commended the university’s efforts and leadership in fostering innovation, highlighting the importance of aligning academic projects with national development needs. Furthermore, a partnership agreement was signed between the university and INAPI to strengthen collaboration in scientific research, encourage patent registration, and promote industrial property.

TISC Ranks University of El Oued First Nationally in Patents
In the first quarter of 2023, the University of El Oued was ranked first nationally for patent registrations, according to the latest publication by the Technology and Innovation Support Centers (TISC) network. The report highlights that during this period, 10 new TISC centers were established in collaboration with higher education and scientific research institutions, reinforcing innovation and promoting industrial property awareness, particularly under the Ministerial Decree No. 1275 on “Graduation Certificate, Startup, and Patent.”
This accomplishment contributes to Algeria’s position as the leading Arab and African country in terms of TISC centers, which now total 118. The University of El Oued’s strategic emphasis on intellectual property and innovation has led to its distinction as the top-performing institution in the country, surpassing the University of Biskra in second place and the University of Mostaganem in third place.
The success of the university is attributed to its robust strategy, directed by the university’s rector, in fostering a culture of patent registration to protect students’ ideas. This initiative is spearheaded through the university’s Technology and Innovation Support Center, which offers guidance and resources to students and faculty to translate their innovative ideas into protected intellectual property.

A notable achievement in 2023 includes the first-ever Master’s thesis defence within the framework of patent-focused projects.
On June 8, 2023, students from the Applied Biochemistry specialization successfully defended their theses at the university’s business incubator. The projects were designed to foster creativity, entrepreneurship, and real-world application, providing students with critical skills and opportunities to excel academically and professionally.
Key Contributions:
- Encouraging Practical Innovation: Students developed pharmaceutical products entirely derived from 100% natural and local materials, including remedies for skin conditions, respiratory issues, and digestive health. These projects were registered as patents through the National Institute of Industrial Property in Algiers, ensuring intellectual property protection.
- Promoting Equal Opportunities: By integrating patent-focused projects into graduation requirements, the university ensures that all students, regardless of socioeconomic background, have access to cutting-edge research facilities, mentorship, and skill-building opportunities.

University of El Oued’s Awareness Campaign on Ministerial Decree 1275 for Graduation Projects
On Tuesday, October 31, 2023, the University of El Oued concluded a comprehensive awareness campaign focused on implementing Ministerial Decree No. 1275, which emphasizes integrating startup projects and patents into graduation projects.
The campaign, organized by the university’s Business Incubator under the guidance of the university’s president, targeted students from all eight faculties. The initiative commenced on Sunday at the Faculty of Economic and Commercial Sciences and concluded at the Faculty of Exact Sciences.
Led by Dr. Fouad Farhat, Director of the Business Incubator, alongside Dr. Meloudi Abdelmounaem and Dr. Youssef Rajab, the campaign featured interactive sessions explaining the process of creating startup projects and patent registration. It also highlighted the distinctions between startups and small enterprises for graduating students. The sessions were met with significant student engagement and enthusiasm.
Following the campaign, an electronic registration phase for the program began immediately and is scheduled to continue until November 10, 2023. This initiative demonstrates the university’s commitment to fostering innovation and equipping students with entrepreneurial skills, aligning with SDG 1’s target of enhancing graduation opportunities for all.
